The procedure for assessing the labor intensity and cost of certification of management systems

Themain factors affecting the cost of certification and inspection control of management systems are the duration (labor intensity) of the audit of management systems and the cost of one man-day of audit.

The duration (labor intensity) of the audit of management systems depends on the actual number of personnel and the class of complexity (risk) or scope of work.

The duration of the audit of management systems can be increased or decreased depending on the influencing factors.

Reduction or increase in the duration of the audit of management systems cannot exceed 30% of the estimated duration.

The cost of certification of management systems Sb is calculated by the formula:

Sat = k × T × Dos × [1 + (Knz + Knr os) / 100] × (1 + Ros / 100),

Where:

k - increase / decrease coefficient.

T is the labor intensity (duration) of the audit of management systems, people × days.

Dos - average daily rate of an expert of a certification body, rubles. Кнз - standard of accruals for wages,%.

CPR wasps - the standard of overhead costs of the certification body,%.

Ros is the standard of profit or an unforeseen increase in overhead costs,%.

The value of the coefficient (k) varies from 1.3 to 0.7 depending on the presence of factors that increase or decrease, respectively, the duration of the audit of the management system.

The labor intensity of one inspection control of the certificate holder within the framework of the control of the issued certificate does not exceed 70% of the labor intensity of certification.

The cost of re-certification is calculated on the basis of updated information about the applicant for certification and is no more than 80% of the cost of certification.

Determination of the complexity of the audit of the quality management system

The duration (labor intensity) of the QMS (T) audit for compliance with the requirements of GOST R ISO 9001 and STO Gazprom 9001 is shown in Table E.1.

The duration of the QMS audit, calculated in accordance with the above table.

The duration may increase or decrease depending on the following factors.

Factors increasing the duration of the QMS audit:

a) the presence of complex logistics, covering more than two production facilities (several buildings, work sites, divisions, as legal entities);

b) outsourcing any types of activities included in the scope of certification;

c) QMS covers extremely complex processes or a relatively large number of unique activities;

d) the diversity of products;

e) the presence of activities requiring visits to temporary sites to assess the applicant's QMS for certification.

Factors reducing the duration of the QMS audit:

a) the absence of a design stage and the validity of excluding it from the scope of QMS certification;

b) the risks associated with product manufacturing processes are absent or insignificant;

c) high level of QMS maturity;

d) analysis of an integrated management system or a comprehensive analysis of two or more integrated management systems;

e) preliminary acquaintance with the applicant's management system for certification (for example, certification of the management system earlier by the same certification body for compliance with the requirements of another standard);

f) low complexity of the activities covered by the QMS, including:

  1. all processes are associated with one type of activity;

  2. there is objective evidence that identical activities are carried out in several work shifts;

  3. a significant part of the staff performs similar simple functions.

The cost of work on certification of management systems is determined by the terms of the contract (offer), unless otherwise provided by legislative norms.

The cost of certification of management systems depends primarily on the duration of the audit.

The duration of the audit depends on many factors, including:

Number of personnel, type of economic activity of the organization,

Production and administrative sites of the organization,

The need to check several shifts,

· The results of previous audits, the need to involve translators, etc.

A documented justification of the cost of the work is provided to the applicant organization at the stage of negotiating the contract.

The cost of work on certification of management systems is determined by the terms of the contract (offer), unless otherwise provided by legislative norms.

 

The standard cost of work does not include such costs of OS YURS-RUS as value added tax and similar costs.

The contract (offer) can be concluded both for a separate service of OS YURS-RUS, and for a range of services.

In the general case, the cost of work is determined by the labor intensity of work on the assessment, the standard cost of 1 audit / day of work of experts, the cost of additional costs.

The standard cost of conformity confirmation is determined by the formula:

Сос = T х З + Сд

Where:

T is the labor intensity of all certification work, people / days;

З - the cost of one day of the expert's work;

The cost of one day of work of an expert (Q):

З = С x (1 + (Knz + Knr) / 100) x (1 + P / 100)

Where

С - average daily rate of an expert;

Кнз - the standard of accruals for wages established by the current legislation,%;

Кнр - coefficient of overhead costs,%;

Р - the level of profitability,%.

The value of the average cost of one day of work of an expert is set in accordance with the tariffs of OS YURS-RUS. The costs of inspection control are estimated as part of the certification work carried out by OS YURS-RUS.

The cost of the following additional services (SD) is determined in accordance with the tariffs of OS YURS-RUS:

· Registration and issuance of additional copies (duplicates) of certificates;

· Registration of certified photocopies of certificates;

· Registration and issuance of certificates in another language.

The minimum duration of work on confirmation of conformity is 1.5 person / day.

A documented justification of the cost of work is provided to the applicant organization at the stage of contract approval.

The management systems certification body currently does not interact with testing laboratories (centers) for research (testing) and measurements, since this interaction is not provided for by certification schemes.
